Hi BHi,
The BIOS screen capture is the standard PCI not the PCI-E, do you have a choice for PEG or PCI-E, some mainboard vendors place a different name on it.
Also try different cables or different ports on the VGA card to see if the problem comes from the card reading the monitor information. When there is a mismatch there are cases the monitor sort of panics as it cannot process the information coming from the VGA card.
