Everything is plugged in and powered up. Have rebooted and reseated cords. Windows surface laptop not detecting external monitors. Advice appreciated.

If you are looking for a multiscreen setup, have a look at a DisplayLink solution. It only requires a free USB-A/C port on the Surface. Make sure to read correctly of the requirements to get 3 displays to work
