What are you connecting? Could you try following go to device manager and find the USB Device that belongs to it – go to Power management and Uncheck allow the computer to turn off this device. If this is not working – please see if you can go to same device and Uninstall Device. Windows will autodetect and reinstall whatever USB device is needed. USB devices are automatically installed but needs manual Uninstallation
