Xbox One Project Scorpio: will this be able to connect from a HDMI 2.0 powered 4k console to a display port in a 4k Monitor? Or will one be developed in future

Club3D Displayport to HDMI2.0 adapter is not bi-directional.
It converts a signal coming from Displayport output source, into an HDMI Signal to connect to TV. If i understood correctly you need it the other way around, but we unfortunately do not have a solution for that.
