I am using Mac OS 10.15.7 with an HDCP OFF CAC-1510-A Adapter and I can’t get it to see my 30″ display at all. Doesn’t even show up in a lower resolution. What am I doing wrong?

is your monitor turning on? And does the MacBook recognize that a monitor is connected? Have you tried both sides of your Macbook’s USB-C ports?
There’s many things that could be the problem here. Best make sure to check every part of the chain.
