In general
Setups with TV’s normally work best by making a custom resolution, in this case for: 3840*2160 at 60 Hz with Timing Standard set to CVT-RB (Reduced Blanking).
(For setups with Monitors Timing Standard can remain on “auto”.)
On most TV’s you will need to do some settings like “Enhanced Mode”/ “PC-Mode” and/or “UHD Color” for the HDMI 2.0 port in use.
Please make sure the HDMI port of the Screen/TV supports 4K 60 Hz, often not all HDMI inputs support that.
Please make sure the HDMI Cable can do 4K at 60 Hz / 18Gbps, like our CAC-1310
– AMD Drivers
Especially when using the upgrade feature to update drivers can give issues, because old files can remain in the registry of windows and can be “in the way”.
Please make a new clean driver installation to make sure that part is ok.
Please uninstall the current Graphics driver and all related Graphics software like Afterburner/GPU-Z or whatever graphics related software you might have installed.
Best way to remove Driver Software is to boot Windows in Safe mode, so the registry can also be cleaned.
If your system does not allow you to do that, you can also use a program like DDU to remove such software: http://www.wagnardmobile.com/DDU/
Also, please manually delete the AMD Folder form your C drive.
Reboot and manually download and install your preferred graphics driver (don’t let auto installer from Windows do that)

Please do this:
Disconnect the CSV-1460, uninstall all DisplayLink Software / Drivers.
Reboot.
Dowload and install latest available DisplayLink driver software for CSV-1460

When done reboot.
Now connect the CSV-1460 again and it should work in proper manner.
Please note that use of USB Wifi Senders (for instance for wireless mouse or keybord) can cause isses when placed in the Docking Station. If this happens please use a USB 2.0 extension cable of around 20 cm to be able to place those USB WIFI Sender further away from the Dockign Station so they will not cause interfearence

Which Notebook you have (brand and type nr).
In general
Most notebooks have integrated graphics that often do not support more than 3 screens intotal, The notebook screen is 1, so plus 2 external screens make 3 in total. You could also disable the Notebook screen and connect 3 external screens.
For an MST Hub to function in a proper manner the Source system (your notebook in this case) needs to support MST (Multi Stream Transport). MST Feature was added to DispalyPort specs from version 1.2 onwards, please check if your system has a DP 1.2 output, because it sounds like it does not.
Can you see anything strange in your Device Manager? Like at the Universal Serial Bus Controllers ?

Normally you would need at least HD 4600 Graphics (Haswell Generation) before the Intel graphics will support 4K 60Hz output over DP 1.2. So i would say they issue is the Graphics.

Please check to make sure your notebook has a USB 3.0 port, i mena it should also work on a USB 2.0 port but only with limited functionality.
Disconnect Docking
Un-Install all DisplayLink realted software and drivers you have on your system.
Reboot
Download and install latest driver for WIN 10 you can find it here:

Reboot.
Now connect the docking and it should work in proper manner.

We are not familiar and/or have not tested with the Vizio Soundbar (yet).
The issue could be that the system does not recognize the soundbar and therefor does not give you the option of 5.1 or 7.1 sound, but I could for instance also be that your HDMI cable not providing enough bandwidth.
How is your setup exactly?
What PC System you have (CPU/OS)?
What Graphics is inside?
What HDMI Cables do you use (brand/type)?
What sound playback devices are visible in your Sound/playback devices?
