If you just want to make use of 4 external screens with their own picture on it (not make a single large surface out ot it), then I would advise to use an MST Hub for up to 3 screens plus an External USB Graphics Adapter to work-around the 3 external screens limitation. This is most probably ue to the fact that your source system, or better yet, its HD 520 graphics, does not support more than 3 screens total.
There is most probably a, Intel Core i5-6300U CPU inside your system, this is a very often used CPU, which has Integrated Graphics HD 520. Thsi does have support for DisplayPort 1.2 but is limited to support max 3 external screens.

The chance that you have 2 of the same products which are both defective is very, very small.
There is no driver for the CAC-1500. The adapter makes use of the standard USB Ethernet driver that is integrated in Windows. So there should be no need for driver installation.
The CAC-1500 is equiped with the RTL8153AD-CG Chip, and you can find drivers here:
It uses [email protected] max of power, which is normally standard provided by the USB C port.

The updater programm works on WIN10. Please connect the adapter to the Graphics output on the source system, and with HDMI cable to a screen and turn that on.
Please do check the USB C output on the source system is able to output a video signal, becuase not all ISB C outputs can do that. It needs to have support for DisplayPort Alternate Mode or Thunderbolt specs.
Nothing other then a clean graphics driver installation. Now this will most probably not be easy with integrate Intel Graphics, but certainly worth a try.
Using the upgrade feature to update Graphics drivers can cause issues, because old files can remain in the registry of windows and can be “in the way”.
Please make a new clean driver installation to make sure that part is ok.
Please uninstall the current Graphics driver and all related Graphics software like Afterburner/GPU-Z or whatever graphics related software you might have installed.
Best way to remove Driver Software is to boot Windows in Safe mode, so the registry can also be cleaned.
If your system does not allow you to do that, you can also use a program like DDU to remove such software: http://www.wagnardmobile.com/DDU/
When done, reboot and manually download and install latest available driver for your Card (don’t let any auto installer do that).
