It does sound like your adapter is faulty but I can’t tell. Have you tried a different cable? Perhaps that solves the issue.

What resolutions are you trying to get? Max is 4x 1920×1080 @ 60Hz. Also, just checking, all your cables are working I geuss?
Even tho your GTX 1070 is DP1.4 the DP1.2 of the MST should not be a problem. As the GTX1070 DP1.4 is downwards competiable. Just note that the MST hub will only send out signals of DP1.2.
Which MST hub are you using? Asking as you are talking about 3 screens first but asks for 4 later. And what Surface model is yours?
I think your safest bet would be the CAC-1010.
Technically it is not possible as it goes above the bandwith of DP1.4.
4K 144Hz is already at the max of DP1.4. You really need to wait for DP2.0 which would be approx. 77Gbps.
Which docking station? Which screens? What computer? PC, Notebook?
Have you tried not using the docking station and put the screen (one by one) directly in to your computer? Did you get a display then?
