You can power up to 24 displays with the latest Catalyst OMEGA drivers and using 4 cards. In your case 9 displays is not a problem.
Now, for the outputs to DVI you need on each card 2 passive adapters and 4 active adapters if you do not have DisplayPort displays.

We do not recommend to run both Intel graphics and the AMD Catalyst control center. I will suggest to disable the onboard graphics under the mainboard BIOS and deinstall the intel graphics drivers.
As a matter of precaution, I will suggest to also deinstall the AMD Catalyst driver and reinstall them again. You can use this utility (DDU) once is done to completely remove the drivers and do it in safe mode.
Eyefinity 6 cards can run only two passive adapters and the rest must be active adapters unless you have displayport monitors. Make sure you always reset the display in case you have any issues.

Did this happen when you swapped the card or when you installed the new card? Was Windows already installed with a old card?
Do you have UEFI enabled in the BIOS? Check if you can reset the BIOS to verify if the problem persist.
I saw this on the Gigabyte BIOS version U1L(UEFI BIOS)
(Note) Some GIGABYTE utilities are not supported under UEFI BIOS architecture. Please remove Smart6, Dynamic Energy Saver, Smart TPM, and Touch BIOS utilities before updating the BIOS.
Did you update your mainboard to the latest version and installed it following this instructions?
The 6850 is not UEFI ready but the 290 it is.
Is it possible you can test the 290 in a different system to verify results?

You can use the DVI and HDMI ports without problems but if you wish to add a third display you need to use a Mini-DP Active adapter. Adding a fourth display follows the same rule.
If you wish to add more than four you will need to purchase a MST Hub. The MST Hub is DP++ therefore you will only need to use passive adapters if you wish to connect displays that aren’t DP native.
