A CSV-5300H allows you to connect 3 screens to a sngel DP1.2 ouput and send individual video signals to those screens. It doe snto increase the bandwidth of the output of the source system.
MST Feature is a Displayport embedded technology and is not supported by HDMI Outputs. So no you cannot use an MST hub on an HDMI output source.
Is your Macbook Air capable of doing that, connecting 2 external Screens in different resolutions ?

No an External USB 3.0 Graphics does not always output 60Hz.
The Displaylink GPU insode does generate its own Video Signal, so the resolution support is depending on the GPU inside.
Having said that, they all can output 1080p at 60Hz also when your system cannot.
Not sure what screen runs on resolution 2560×2600 30Hz, but i am quite sure this resolution will not be supported also not in 60Hz.

Which R7 250 do you have (item code) ?
An MST Hub CAV-5300 will allow to connect 3 screens to a singel DP 1.2 ouput, but will not increase the bandwidth of the DP 1.2 ouput. So you can run 3 screens in 1080p at 60Hz but not 3 screens in 4K at 60Hz because that will take much more bandwidth then 1 DP1.2 output has.

I think Driver version 16.8.3 is overall working best.
I know AMD made many small driver updates after that, however all aimed at RX400 series and non that I know of for R7/9 200 or 300 Series. I do hear end-users with R7/9 200/300 series Cards reporting that 16.12.2 also works quite decent for them. Did not test that myself yet.
Please uninstall the current Graphics driver and all related Graphics software like Afterburner/GPU-Z or whatever graphics related software you might have installed. Best way to remove Driver Software is to boot Windows in Safe mode, so the registry can also be cleaned. When you system does not allow you to do that, you can also use a program like DDU to remove such software: http://www.wagnardmobile.com/DDU/
Reboot and manually download and install

Did you check if the TV can actually do 1080p at 24Hz ?
I mean that is not a very common frequency nowadays … did you try 1080pat 60Hz as well ?

I hear 16.12.2 is working quite well for R9 290 / 390 / Fury X (apart from the 16.8.3)

For Fury X i think driver version 16.8.3 works best.
I did get end-users reports that Driver version 16.12.2 also works well but did not test that myself yet.

We hear many issues with setups wrking fien un El Capitain but not under Sierra.
Can you check on the firmware of the CSV-5200 please (shold be on the sticker on one of the cables).

The normal USB 2.0 and / or 3.0 would normally not support both charging and Ethernet at the same time.
With USB Type C, it is possible however depedning on th technologies the manufacturer places behind the USB Type C connector.

For setups with TV’s it normally works best to use Custome Resolution with Timing Standard set to CVT-Reduced Blanking, you all using that CVT-RB ?

Most probably an driver or windows updated caused it …

It indeed often works best for setups with TV’s is to make a custom resolution for 3840x2160p at 60 Hz with Timing Standard set to CVT-Reduced Blanking (RB).
Most TV’s need to have “UHD Color” manually set to enable and/or “PC-Mode” or “Game-Mode” set to enbaled.
With regards to AMD DrIvers:
