I have two LG Ultrafine 4K monitors. These have thunderbolt and USB-c Conncectors only.
I want to use them with a windows laptop that has HDMI output, so got a CAC-1333.
When I plug the CAC-133 in the laptop and connect to the display using a USB-C cable or a thunderbolt cable (tried both) the display remains dark.
What am I doing wrong?
Maybe you’re not doing anything wrong.
The CAC-1333 doesn’t have a USB input. The CAC-1332 or CAC-1336 might be better solutions. They can enable the USB features of the display such as camera, brightness control, audio, USB ports.
Putting a USB-C dock between the adapter and display might help.

With the USB connection, you may want to install the Boot Camp drivers for the LG UltraFine displays using Brigadier.
Which models of UltraFine 4K do you have?
